I was not sure about this myself. In fact, my first approach was the same change you did, but I cancelled the edit. Main reason to create this page was simple the fact, that
a) you cannot download the online docs
b) I would never have looked there for it
Maybe we can rename "Download" to something more adequate.
What I currently also do not like are the links on home, because now you don't know what version is linked. For us devs it's quite nice, but from a user's pov you may want the links to the latest release. Maybe we should restructure home a little bit, but since it is realized with some macro, I was not sure how.
Bottom line: No solution makes me currently confident , so restructure as you like.
