Standalone Local Configuration Properties

Thought the WebSphere container supports standalone local configurations, it is recommended for you to prefer using WebSphere with an existing local configuration; i.e. a WebSphere profile you would create beforehand using WebSphere's setup commands and then use that with CARGO.
